We were invited by officers at Harborough District Council to review their existing private sector housing policy and comment on what would be needed to bring it up to date, to incorporate new regulations and importantly to provide a suitable civil penalty calculator and policy.
Jo, Siobhan and Richard, our Directors at JSRx consultants, initially had a scoping meeting with the Council officers where we discussed what they already had in place, how it interlinked to other policies and what improvements we would recommend. We also discussed what the local approach to enforcement was, what the political landscape in which they operate and what approach they have to enforcement and how that fits into the policy they wanted. We also analysed whether their existing approach was suitable and in line with enforcement guidance and concordats. We also provided research into what approach other local authorities in the area take and selected a mutually agreeable way forward.
Having had a useful couple of meetings during which we undertook an informal gap analysis, we provided an agreed plan with smart targets and timescales for delivery, to fit in with their needs.
Within two months, working closely with the Council officers, we were able to deliver an agreeable housing enforcement policy, civil penalty calculator, a civil penalty policy including worked examples. All delivered on time and within budget.
Following the delivery we wanted to learn what if anything we could have done better as we aim to provide an excellent service to our clients and are always looking to improve. The service manager kindly provided the following comment.
"It has been a pleasure working with you all in the team, whilst you did all the work we had every opportunity to feed into the process throughout and the end product is something very relevant to this authority in a very user friendly format".
Historically Local Authorities may have employed a contractor or consultant, possibly recruited via a specialist agency for such policy work. As we are already highly experienced in this work, we were able to provide this tailored policy and calculator quickly, accurately and with a high level of customer satisfaction with minimal hassle recruitment nor management of staff. A simple contract was quickly drawn up by the host authority and the whole process took no longer than three months start to finish.
We feel it would take much longer and be more expensive in both time and money to recruit to a post to do this work, with no guarantee that the end product is fit for purpose. Our reputation is everything to us and we guarantee customer satisfaction with our services.
