RICHARD CHUBB BSc, MSc, MCIEH, CEnvH, FCIEH
My interest in Environmental health started during a graduate job as a Biologist for a Pest Control company following my my first degree which was in Applied Biology at Bath University. I then studied for a Masters in Environmental Health and progressed to be a Environmental Health Officer, then Senior, then Principal EHO. I have been registered with Environmental Health Registration Board since 2007. I worked for a variety of Councils picking up experience of various aspects of Private Sector Housing and have worked in both rural districts, towns and cities. I have prosecuted numerous rogue landlords and have a passion for turning policy and strategy into practice. I have worked as lead officer responsible for contract management of DFG services, have experience of policy writing and strategy implementation and am qualified through Warwick University to undertake HHSRS including at advanced level. I also work as a surveyor on the English Housing Survey. I participate on the HHSRS review project board and currently work as Principal EHO for the LGA hosted Joint Inspection Team. I advise the HSE and DLUHC on Housing Act 2004 and HHSRS related issues and have experience teaching EHOs and Housing Officers on inspection and enforcement of tall buildings. I currently specialise in advising Councils on inspection and enforcement using the Housing Act 2004 addendum in tall buildings. I am also experienced in enforcement of the Housing Act 2004 against rogue Landlords, running an HMO licensing team and of prosecuting with trading standards using the Consumer Protection from Unfair Trading regulations. I have experience of preparing statements of case for tribunals, and of representing Councils at FTT, Magistrates, Crown and Court of Appeal under cross examination. I have recently been made a Fellow of teh Chartered Institute of Environmental Health

Jo Stock LLB GCILEX
Jo is our Policy expert and has worked in a number of roles across Private Industry, HMCTS and Local Authorities. Jo has wide ranging experience of working in and consulting for Local Authorities. She has experience of compiling a successful Selective Licensing application, has written enforcement policies and has excellent practical knowledge of prosecution and tribunal file preparation. Jo is a qualified legal executive, being a graduate member of CILEX.
Siobhan Metcalfe BA MSc CEnvH
I have worked for Local Authorities since 2012 predominantly based in Housing and Environmental Protection. As a Principal Environmental health Officer specialising in housing. I manage a team in which we drive and enforce the standard and quality that should be expected from private rented housing.
My current role in Local Authority includes leadership in delivering the Minimum Energy Efficiency Standards project, continuous HHSRS policy reviews, management of the rouge landlord database, management of current civil penalty enforcement.
I am passionate about developing the future of the environmental health industry, I currently work as an assessor with the Chartered Institute of Environmental Health, assessing and guiding candidates into becoming fully qualified Environmental Health Practitioners as well as working as a mentor in which I have supported several officers in becoming Chartered members. I am also a Chartered member of Environmental Health.
Previously I obtained a degree in history which is a subject of personal interest in my spare time. I am also an avid fan of Nottingham Panthers Ice hockey and have a Bedlington Terrier who enjoys taking me for a walkies!
